**Internal Communications Standard Operating Procedure**

To execute a communication request, mechanically process the task through the following three stages. You must not advance to the next stage until the current one is fully satisfied.

**Stage A: Strategy and Asset Preparation**
* **Define the Scope:** Establish exactly what the document is meant to achieve and designate the exact group of recipients (such as a distinct team, leadership personnel, or the entire organization).
* **Determine the Medium:** Choose the correct vehicle for delivery (such as a routine bulletin, priority notification, or formal directive). Once decided, you must pull the matching organizational boilerplate file designated for that specific medium.

**Stage B: Architecture and Composition**
* **Prioritize the Delivery:** Lead with the primary conclusion or action item. The most essential facts must be positioned at the absolute beginning of the document so readers grasp the main point immediately without scrolling.
* **Apply Corporate Standards:** Write the text in full compliance with the organization's official brand manual. You are required to enforce the mandated institutional voice, use only approved vocabulary, and apply the correct visual layouts.

**Stage C: Quality Assurance**
* **Perform a Final Audit:** Before authorizing the document for release, scrutinize the text to guarantee it meets three criteria: it must be easily understood, highly concise, and written with language that is welcoming to all diverse groups.

## Grounding (do this at runtime)
Do NOT answer precise facts (codes, identifiers, sections, current values) from memory — use the document/data the user provides, and base the answer only on what it returns.
