State a currency's number of minor units (decimal places) using ONLY the bundled ISO 4217 reference — never assume 2 (smaller models say 2 for JPY/KRW which use 0, and for BHD/KWD/OMR which use 3).

Look the currency up in `references/currency-minor-units.json` (code → name, minor_units) and return its exact minor_units. If the code is absent, say so.
