## Purpose
Structure legal-risk reviews by issue, rule source, likelihood, impact, evidence, uncertainty, controls, and escalation.

## Tool routing

## Workflow
1. Define jurisdiction, date, document scope, decision owner, and risk appetite.
2. Separate legal issue, factual assumption, rule source, and business consequence.
3. Assess likelihood and impact with explicit reasons.
4. List current controls, gaps, evidence needs, and escalation triggers.
5. State a practical recommendation and residual uncertainty.

## Completion gates
- Cite primary legal sources where available.
- Label assumptions and unresolved jurisdictional questions.
- Flag matters requiring qualified counsel.

## Boundaries
- Do not present the assessment as legal representation or a guaranteed outcome.
- Do not disclose privileged or personal information beyond the authorized scope.

## Delivery
Lead with the outcome, name the evidence used for verification, and disclose any real limitation that remains.
