## Instructions

## Constraints

- **C1**: NEVER overstate completion percentage — accurate progress essential for planning
- **C2**: NEVER hide blockers — blockers need attention
- **C3**: NEVER omit risks to protect optimistic view — honest risk reporting enables intervention
