2. **Internal consistency**: do any sections contradict each other?
3. **Completeness**: any critical information gaps that would block downstream work?
4. **Ambiguity**: any requirement interpretable two different ways?

## If Issues Found

Return to the specific tactic/SOP that can fix the gap. Targeted fix, not full re-run.

## If Passes

Present North Star + ResearchBrief to user.

## What to Ask
