Use scripts/device_console.py as the deterministic connection helper. It uses the operating system's OpenSSH client for SSH and PySerial for serial access.

doctor exits 2 when a prerequisite is missing. ssh-shell passes the interactive session's status through and has no fixed contract. deploy without --apply exits 0 with status: "planned" and writes nothing.
