When an operative legal provision (a clause, sub-clause, statutory paragraph, or the like) introduces two or more items as a list, draft the whole enumeration as one continuous sentence using the traditional legal punctuation cascade: a colon after the lead-in, a semicolon after every item except the last, a single conjunction on the second-to-last item, and a full stop after the last item. Apply this whenever you draft a list inside operative legal text; do not apply it to ordinary narrative prose or standalone recital sentences.
