Do NOT use primitive-level functions (nrCarrierConfig + nrPDSCH +
nrOFDMModulate) for waveform generation. These are for individual channel
signal processing, not waveform construction. nrWaveformGenerator handles
channel multiplexing, power scaling, and OFDM modulation correctly.
