Use after a secret scanner has already flagged a match — decides whether the hit is a real leaked credential or a false positive (test fixture, documented example, placeholder), then sets a rotation-urgency tier from liveness, blast radius, and where it was exposed. Applies the verdict taxonomy and urgency ladder a model does not reach for on its own, including the rule that a secret removed from current code but still in git history must still be rotated.
13 of 13 cases passed every check with the skill.
Tokens, turns and time describe resource use, not a dollar price.
Lift withheld: this run did not record which model graded it.
This run's stored verdicts say 4 of 13. Until August 2026 they were not always derived from the checks.

A scanner has flagged a candidate secret. Detection is done; the questions now are two, and they are independent:
Answer both on every finding. A high-entropy string is not automatically a leak, and a "real" verdict does not automatically mean rotate-this-second — the two axes are set separately.
Activate when a scanner, alert, or reviewer has already produced a match and the decision now is disposition and priority:
Do not activate for the detection scan itself, for writing prevention tooling, or for carrying out the rotation.
Weigh the signals below. Any single strong false-positive signal (known-dummy value, unmistakable placeholder, test-mode marker in a test path) is usually decisive; otherwise a real-leak signal wins ties, because the cost of missing a live credential dwarfs the cost of a false alarm.
Points toward REAL (treat as a live credential):

Liveness in the value outranks path context.API_KEY, PASSWORD, SECRET, Authorization: Bearer, or inside .env, config/prod.*, deployment manifests, CI secrets.Points toward FALSE POSITIVE (no live credential):
