三个硬约束
《中国行政管理》对选题的硬约束：
公共管理理论定位 ：仅有"现象 + 数据 / 案例 + 对策"不够，必须能挂上某一支公共管理理论（治理理论、政策过程理论、新公共管理 / 新公共服务、官僚制 / 街头官僚、央地关系等）可研究的中国治理问题 ：宏大议题必须收敛为一个具体、可回答 的研究问题，并能在第一段说清"这个问题为什么在中国当下值得做"贡献可枚举 ：能拆成 3–4 条独立的、互不重叠的贡献（理论 / 经验 / 方法 / 实践）

公共管理选题最常见的病是"太大"。逐级收敛：
领域（国家治理现代化）
→ 议题（基层治理的负担问题）
→ 现象（"指尖上的形式主义"——政务 App 泛滥）
→ 研究问题（自上而下的数字化考核如何
通过注意力 / 激励机制
转化为基层的形式主义负担？）
到"研究问题"层才算可做。判断标准：能用一个疑问句写出来，且能想象用什么证据回答。
