pipeline 首次执行（
meta.yaml不存在）时，把${WORKSPACE_ID}/${AGENT_TOOL}落入meta.yaml.workspace_id/meta.yaml.agent_tool，后续单次调起优先从meta.yaml读取，无需调用方每次重复注入。
